This method basically reinstalls a fresh steam without removing any games, user files or saves so if this doesnt help I doubt your problem is attributed to steam. Then ran steam and let it patch. So, higher than normal CPU usage isn't the end of the world, but any game absolutely should NOT be grinding near 100% usage ever.

Whilst minimised to the tray and idle (thus should really not be doing anything) I'm still seeing 6% CPU usage (on a 4.2Ghz Pentium G3258) and 477MB memory usage. All I can say is that Steam is somehow tied to the issue but I have no idea why. I didn't even think it would be possible but valve proved me wrong yet again. Seems to me that if I'm not playing multi-player or on various different machines, I have no use for steam.
closing the client after testing was showing around 600-800 wake up per second. I've also disabled it temporarily at one point to test to see if that was the issue.
