Is it broken?

I have removed this card thinking it was the cause of the issue - but with the card either removed or in the computer - the problem still persists. This is the first thread I've seen that wasn't 404'd and had some helpful information. Bad CPU spiking at random times, could even be just waiting in queue. Everything was working swimmingly until about August this year. Ask !
